"It has spurred interesting from other developers. It's going to have a long-lasting effect and allow us to bring our sons and daughters back home." Fences and a remote- controlled gate protect resident parking, and each apartment has an alarm system that renters can activate with a security company. Applicants endure a rigorous screening process, including home visits. Developers want to be sure that the complex remains safe and attractive, especially since it is highly visible to highway drivers and MetroLink riders. "It's important that outsiders are seeing that things are changin East St. Louis," said Parsons Place consultant Don Johnson, who builds single-family homes in the city.

The huge response from residents wanting a place has the developer McCormack Baron Associates Inc. in St. Louis considering a second phase of apartments after the first is finished in March. A nonprofit group attached to the Parsons Place project is hoping to develop singlefamily homes nearby. McCormack Baron specializes in revitalizing urban housing and has done so in 12 states.

In St. Louis, the company built housing in the Murphy Park neighborhood on the city's near north side. McCormack Baron began to think seriously about the project in 1996, when the federal government approved funding to send MetroLink east through East St. Louis. But unlike developments in upscale areas, the Parsons Place project needed a web of public and private financing.

Federal tax breaks lured private investors for much of the financing, said Barbara Freeland, executive vice president with the company. The city has agreed to refund 70 percent of the property taxes for the next 14 years, or about $210,000 of the total $300,000 annual tax bill. Before Parsons Place, Emerson Park had 378 derelict homes and many more empty lots. "There was a drug house just up the street," said Ashford, of her stay in now-demolished public housing units in Emerson Park as a child. She had her first child at age 14 and twins a year later but took advantage of career training programs and out of the city at her first opportunity: She now works three jobs.

She describes the development as a light in a city darkened with problems. But she said the new neighborhood needed something that it lacked when she left 10 years ago: a community spirit. "It's up to us," Ashford said. "If we work together, we can keep it going."
